Proving where you live when your situation is not textbook
Registering is straightforward when you hold a rental contract in your own name. Most people who come to us do not.
- You rent a room, not a flat. If your name is not on the contract, you normally need the tenant or owner to authorise your registration in writing and to provide their identification and the contract.
- You are staying with friends or family. Same logic: the person on the contract or deed authorises the registration. Their willingness, not your paperwork, is the bottleneck.
- You sublet. If the arrangement is not documented, the town hall has nothing to attach your registration to. This is the situation that most often ends in "come back with something else".
- You are in a hotel, a hostel or temporary accommodation. There are routes for people without stable housing, but they are not the ordinary procedure and take longer.
Anyone living in the municipality can be registered regardless of their administrative situation. Registration is a census of residents, not a check on immigration status, and that distinction matters for people who avoid it out of fear.
Which certificate the next procedure will ask for
Once registered, you can obtain more than one document, and they are not interchangeable:
- A volante is an informative document, enough for many everyday uses.
- A certificate carries official validity and is what most immigration and nationality files require.
- Both come in individual and collective versions. Collective lists everyone registered at the address, which is what family or arraigo files often need.
- A historical certificate lists your registration periods over time. This is the one nationality and arraigo files depend on, and the one that reveals gaps.
Asking for the wrong one costs an appointment. Asking for a historical certificate and discovering a two-year gap costs considerably more, which is why we look at it before a residence or nationality file is built on top of it.
